GQAL Level 2 National Certificate for Personal Licence Holders (NCPLH)
What is The GQAL Level 2 National Certificate for Personal Licence Holders?
One of three qualifications available which is a requirement to apply for a Personal Licence to sell or authorise the sale of alcohol in conjunction with a Premises Licence.
Q Who should take the GQAL Level 2 National Certificate for Personal Licence Holders?
A. The GQAL Level 2 National Certificate for Personal Licence Holders is a nationally recognised qualification for anyone wishing to apply for a Personal Licence to authorise the retail sale of alcohol on licensed premises.
- The qualification is assessed by multiple choice examination paper. Under normal circumstances same day results and a free same day re-sit are available. The examination has one section of 50 questions and one overall pass mark - candidates must answer 35/50 questions (70%) correctly.
- The GQAL NCPLH offers candidates same day results and a free same day re-sit (under normal working day circumstances) and a fully comprehensive ready reference handbook.
- The GQAL NCPLH offers a unique comprehensive Translated Glossary of Terms taken exclusively from the Licensing Act 2003, question bank and handbook, for candidates who have English as their Second Language. Translations in Tamil, Polish and Turkish are available with other languages following, subject to demand. An English version is also available.
- The GQAL NCPLH also offers a unique Translated Dictionary (again in languages as above). The words are translated within their cultural meanings of the language, providing the foreign candidate with ease of understanding.
- Both the Glossary and the Dictionary can be used during Tuition and Self-Study. The Dictionary can be used in the examination.

The GQAL Level 2 National Certificate for Personal Licence Holders is both QCA and DCMS approved and has been written and designed to a specification, as laid down by the regulatory authorities. It meets all the statutory requirements of the Licensing Act 2003.

The GQAL NCPLH is applicable to applicants for Personal Licences who want to work in any Premises Licenced business which authorises the Sale of Alcohol, for example:

Under the new Licensing Act 2003, anyone authorising the retail sale of alcohol will have to hold a Personal Licence.
To obtain a new Personal Licence, applicants must hold a licensing qualification that is both:
- Qualifications and Curriculum Authority (QCA) accredited and
- Government approved (accredited by the Department of Culture, Media and Sport, DCMS).
Q How is the GQAL Level 2 National Certificate for Personal Licence Holders assessed?
A. The qualification is awarded after passing a multiple choice examination. On a normal working day qualification rules allow for candidates to receive their results on the same day as the examination and to undertake a free same day resit if the pass mark is not achieved. The examination has one section of 50 questions and one overall pass mark - candidates must answer 35/50 questions (70%) correctly.
